“This high level of
political consciousness accounts for the fact that in the case of parliamentary
democracies in Asia, Sri Lanka is the only country that has consistently thrown
out a popular vote so that no government has more than two consecutive returns
to power, and most Governments have only one term of office. However,
while the peasants were politically articulate, they had no access to political power.. The only occasions where peasants could
exercise their power at an election; But then, as is often the case with
the same ruling elite in the party, the effective political power remains (as
it still stands). In other words, political consciousness is a widely
diffused but elitist political decision and decision-making. The structure
of the opportunity was flexible; But these people were debarred from the
power of the centers of political power. ”
